In Iceland, history of surfacing is very short. In 1980 there were only 360 km of paved roads, but now there are 2500 km, i.e. 30% of public roads. Roads are divided into 3 categories based on AADT. Within these, points are awarded for grant allocation policy, traffic safety, vehicle costs, environment, durability, surface regularity and wear resistance. Greatest importance is given to technical and political considerations. Roads with little traffic receive treatment which does not need high investment. A new system should be introduced which accords greater weight to human and traffic properties.
