People consider it unlikely that they will be involved in an accident, accidents involve others, not themselves. On the other hand, people are rather well calibrated in terms of risk perception. Bearing this in mind there are two global approaches in the formulation of safety policy to prevent traffic accidents (1) to consider the traffic system as a sub- optimally functioning system, and (2) to consider traffic accidents as a by- product of the transport production system.
