This paper describes the results of the Case Study for the Benchmarking of Passenger Transport in Railways as one of the three Pilot Case Studies in the BOB project. The BOB project, submitted by DG-TREN within the fifth framework research programme, is focussed on the testing of use of benchmarking methods in relation to transport policy issues. It is proposed to focus on the following topics: the contractual relation between operators and authorities, including clauses on punctuality, passenger growth and customer satisfaction. How authorities translate their objectives into targets and influence the behaviour of operators is considered. These analyses form a three-step process: the contents of the indicators, the translation of policy into contracts/indicators and the formulation of policy objectives.
