Based on the expectations of damage estimated on experience,the cost benefit analysis offers the possibility of finding the maximum benefit for the planned outlay of cost, that is to say, the maximum possible reduction of damage for a given cost. Variations in the anticipated damage influence the cost benefit analysis, just as material shortages resulting in price increases influences the cost aspect.
