Utilise or build an the Gouda-rail-line? Concerning the rail-corridor Rotterdam-Gouda are a few projects. There are plans for extra railtracks, improvement of capacity in the project "Utilise and Build", a possible high-speed-train, rail tot the new-town Zuidplaspolder, integration of regional train and metro, and a rail-shortcut in Rotterdam: Rottetracé. In each of these projects the quality of public rail-transport is improved on some aspects, at lower of higher costs. Other quatity-aspect however stay behind. For each of the parties it seems normal to stick to their plan and qualify the other plans as 'unnecessary' or 'to expensive'. It is also possible to combine all good elements from each plan. This integrated plan "Utilise and Build Plus" gives a better overall quality. This must be attractive to all parties, not the least for travellers. This plan costs more than some of the other plans, but is by far cheaper than the more expensive ones. The costs however can be shared among all parties, who have plans in this corridor. At that point each party has a far lower contribution than they would have to invest if they had to finance their own plan all alone. This must be a very attractive idea. (Author/publisher)
