In this report methods are presented to subdivide exploitation subsidy for local and regional public transport over 35 regions in the Netherlands. The research was commissioned by a so-called IBO (Interdepartmental Policy Research) workgroup `Decentralisation of Exploitation of Public Transport'. The report, as well as the research, consists of two phases. In Phase 1, two basic principals for allocating are assessed. These principles are the area-based variant and the variant based on actual use. In Phase 2, seven variants are specified and effects for each region are calculated.
