The main objectives of this study are: (1) to give a broad overview of all factors related to downsizing engines, and to the average fuel consumption reduction; and (2) to draw up a research agenda for each of the relevant factors, based on indicated gaps in knowledge. A policy oriented, integral and multi-disciplinary approach is adopted in the analysis. The following aspects are distinguished: (a) standardization pretext; (b) fuel economy levels; (c) possible reduction of fuel consumption; (d) environmental issues; (e) side effects; (f) regulatory and legislative issues; (g) international setting; (h) impacts on the automotive industry; (i) research and development; (j) enforcement; and (k) support by stakeholders and communication. As regards the standardization pretext, a phased introduction of a fuel economy level is preferred to downsizing engines. The research agenda drawn up addresses the following subjects: (i) International comparison of developments in the field of improving automotive fuel economy; (ii) Overall survey of fuel economy technologies; (iii) Drawing up scenarios, comprising concerted actions to improve automotive fuel economy; and (iv) organization of policy support.
