Numerous methods and models for measuring vehicle delay have been proposed. None of these are without restricting disadvantages. The Berger-Robertson method was developed to overcome or at least minimize the characteristics constraints of other methods. The method is based on established mathematical and traffic engineering relationships and is easy to employ. It relies on manual, low manpower, low cost, data collection and analysis. The method measures stopped time delay and required no sophisticated equipment or extensive training.
