This report discusses how the Perspectives Note Traffic and Transport and the policy intention National Traffic and Transport Plan (NVVP) came about during the period October 1997 to October 2000. A study was made of, on the one hand, the social-interactive side of the decision-making process and, on the other hand, the analytical side, having to do with the contents of the process. The study attempts to answer the following research questions: - To what extent has an efficient and effective road safety policy been determined in the NVVP? - In which way can the determination of this policy be explained from: a. the social interaction that preceded the decision-making process of the NVVP? b. the road safety information that was available, required or used; or the information that was required, but was not available? - How, if necessary, can the policy be improved in the future?
