Administrative processes around Dynamic Traffic Management : Organization and approach of full network DTM-projects. This paper aims at providing more understanding of the essence of the complexity of administrative processes occurring in projects in the field of Dynamic Traffic Management (DTM) with a full network approach and the way in which the government (a.o. the Directorate-General for Public Works and Water Management) should deal with it. In case studies (in Amsterdam South-East, Amsterdam and Alkmaar) the (increasing) complexities ascertained, have been further analyzed. The general conclusion here is that the complexity of a DTM project increases significantly in a number of fields with a growth in the number of authorities involved. On this basis it is concluded that more attention for a process approach of full network DTM projects does justice to the complexities ascertained. This creates an area of tension between authorities working together and the harder project approach. This paper makes various suggestions on how to apply a process approach alongside a project approach. (Author/publisher)
