A BI-LEVEL APPROACH FOR MODELLING AND EVALUATING ROAD TRAFFIC SAFETY MEASURES.

The paper provides an approach for evaluating traffic safety strategies, focusing on possible substitution of infrastructure measures by in-vehicle system functions. The purpose is to support decision making, taking into account both safety performance of measures for (micro) individual road network elements and (macro) overall evaluation of alternative strategies for a complete part of the road network. A method derived from the microscopic model allows comparative analysis of different measures. For synthesis of the detailed results to a decision support outcome, a evaluation method - grey relational analysis - is applied. The approach is illustrated in a case study.
