This proposal deals with the problem areas of bicycle safety, and only those areas where a clear safety implication has been identified are covered. The requirements specified set forth the basic criteria for a safe product. These criteria are intended to identify and deal with the potential hazards which are beyond the ability of a child, or his parent, the evaluate.
