For many years there have been programs addressing accidents at particular locations. The states have funded some programs and the federal government has had special programs periodically. Has there been any common approach in identifying these hazardous locations ? What processes have been used to rank the candidate sites ? What CBA standards were used and what accident costs were used in the analyses ? These are points addressed in the paper. Can the money being spent on blackspots be more effectively directed, can better results be achieved ? (A)
