The decision taken in December, 1980 to lower the legal blood alcohol concentration (BAC) to 0.05 GM per cent is presently being questioned. This report re- examines the evidence and the arguments in support of the present BAC level. The report concludes that there is sound evidence that at BACs between 0.05 gm per cent and 0.08 gm per cent, safe driving performance is significantly impaired and risk of crashing is significantly greater than with a zero BAC. Furthermore public attitude surveys have shown that the majority of the community agree with the present legal limit.
