The Omaha ITS Early Deployment Plan was commissioned in 1997 and identified 88 ITS projects for the Omaha Metro Area; although there was no serious intent to fund them at the time. ITS program development in Nebraska has followed a gradual learning curve over the past five years, with stakeholder development and the deployment of ITS "early winner" projects the primary focus. One such early winner project, the Omaha Metro Motorist Assist Patrol is now in its fifth year of operation and has recently expanded its coverage area. The Nebraska CVISN Program also provided an early boost to the ITS development in Nebraska. The 1998 Nebraska ITS Strategic Plan identified 108 ITS projects that could be deployed over a 20-year span. Those projects addressed key areas: Traveler Safety and Security; Emergency Services; Tourism and Traveler Information; Public Traveler Services and Traveler Mobility; Infrastructure Operations and Maintenance; Commercial Vehicle Operations and Communications. The Nebraska Statewide Joint Operations Center was a key element in the 1998 plan and is scheduled for completion in 2004. The JOC will provide a focal point for data collection, synthesis, analysis, dissemination, and archiving; and will facilitate the activities of emergency responders. The development of critical partnerships has enabled Nebraska's ITS program to focus on data sharing opportunities for the continuing safe, efficient, and secure movement of people and goods. The JOC Partnership will co-locate the Nebraska Department of Roads, the Nebraska State Patrol and the Nebraska Emergency Management Agency. The Nebraska CVISN Partnership integrated the commercial vehicle enforcement responsibilities of NDOR, NSP, and the Nebraska Department of Motor Vehicles. Nebraska has prided itself on providing travelers with advanced weather information for many years and in 2001 became the first state to provide travelers with a statewide 511 road weather information number. Data collected statewide is used to provide timely, accurate weather conditions in 60-mile roadway segments. The Nebraska Commercial Vehicle Information Systems Network has streamlined commercial vehicle enforcement procedures and has introduced mainline weigh-in-motion and electronic clearance technology for the continuous, safe, secure, and efficient movement of people and goods.
