The Highway Development and Management model (HDM-4) is a support system for decision making for highway administrators and engineers to predict the economic, social, and environmental impacts that might occur while making investment decisions. To perform the calibration of HDM-4 road deterioration models, it is necessary to have pavement history and condition data over a number of years without allowing any kind of intervention, to allow sufficient time for distresses to progress. In order to calibrate the HDM-4 road deterioration models for Indian conditions, the basic application level of calibration, as envisaged in HDM-4 has been used. The predictions made by the corresponding set of models under PPS-EPS and HDM-4 under the same set of data items, comprising pavement condition data, traffic data and climatic data have been compared and the respective calibration factors have been determined, which may be considered as applicable for Indian conditions.
