This paper examines the pedestrianisation scheme recently introduced in the centre of Cambridge and consists of three separate sections. The first is an introductory paper describing Cambridge, the problems that are faced by the city and the solution that has been employed to overcome one of these. The second paper puts this into context and examines the mechanisms employed to bring about such a solution. This paper draws on European experience, but concentrates on the British Local Authority perspective. The third and final paper examines ways in which schemes such as pedestrianisation can be assessed and contrasts two methods used to monitor the scheme introduced in Cambridge. The results of both of these are presented and consequently a favoured framework for assessment and monitoring is produced.(A)
