Camden's transport action programme : coming to terms with politics in traffic and environmental planning.

The transport action programme for Camden is an attempt to come to terms with political realities by devising a comprehensive package of traffic and environmental management measures capable of being designed, evaluated and implemented within the life of the present administration at the greater London council. The initiative came from the GLC which was seeking to demonstrate how a new set of transport policies could be pursued in partnership with a London borough committed to similar policies. The paper describes how the programme developed into two relatively self-contained but comprehensive packages for different areas of the borough. These packages included bus priority measures, cycling facilities and a whole range of measures designed to improve the pedestrian and residential environment. The evaluation techniques used included conventional cost benefit analysis combined with sensitivity tests using alternative values of time for various categories of road user. The paper also describes how problems of study management were tackled and how other organisations, such as London transport, and the public were involved in the study process. Finally the paper draws lessons from this initiative and speculates whether, in London at least, this short term, sector based approach could be extended to tackle broader land use and transport issues.
