This paper is an agency report on Arizona Department of Transportation, which is a smaller transportation agency in the US. It provides a brief profile of Arizona, to introduce readers to characteristics of the state, followed by an introduction to Arizona's highway system through some illustrative figures and statistics on the system. Highway capacity and level of service related activities within the state are discussed separately as urban and rural issues. These include: efforts to better manage existing highway capacity through implementation of Freeway Management Systems in Phoenix and Tucson metropolitan areas and utilization of High Occupancy Vehicle (HOV) lanes in Phoenix. In rural areas, a project spurred by the North American Free Trade Agreement is briefly discussed. Under future directions for research, needs raised by the Intermodal Surface Transportation Efficiency Act (ISTEA) and Intelligent Vehicle Highway Systems (IVHS) initiatives are also discussed. The paper concludes with a listing of organizations and individuals in Arizona that are active in related research activities. (A)
