At least 22 states considered banning the use of hand-held cell phones while driving in 2002. Eight more considered banning all phone use, even hands-free. Five weighed laws against any form of distracted driving. Police can use existing laws against negligent driving. At least 25 countries restrict cell phone use by drivers.
