Samenvatting

The principal object of European harmonisation is to create conditions for free movement of goods and services. Standards for products will have to be at different levels to take account of different national conditions and traditions. It is not likely that existing national standards will be greatly changed, except for complicated structures where European or international competition can be expected. A number of technical committees within CEN are engaged on standards for most important road material: aggregates, cement and bitumen. Roads will probably be covered by two types of standards, performance standards which are guidelines and product standards which are legally binding.
