This paper describes a research program that is investigating different applications of XML in a Center-to-Center communications environment. The State of Texas has developed and deployed a robust Center-to-Center environment based on standard message sets and the DATEX protocol. The use of XML is being investigated as both a supplement to the existing environment and/or the replacement of the DATEX protocol. Over the last five years, a number of efforts to connect Traffic Management Centers (TMCs) have been performed. These efforts have focused on various status and command/control aspects of information exchange. Of these efforts, few have attempted to connect dissimilar systems; that is, TMCs that each have a unique code base (the other implementations require each TMC to be running the same software). The Texas Department of Transportation (TxDOT) has implemented a system based on the emerging Center-to-Center (C2C) standards that are being developed by the Intelligent Transportation System (ITS) community.
