This paper gives a high-level description of the CESARE I IV stable role model for all electronic fare collection (EFC) systems that will be included in the European Electronic Toll Service being a Pan-European interoperable concept for collecting tolls from vehicles in European road networks. It has been a long way from the early start of CESARE I many years ago until a common understanding was agreed between the European Toll operatorshaving collected electronic tolls for many years and the European Transport Authorities that wanted to introduce new charging concepts and new technologies different from the dedicated short range communication (DSRC) highway tolling systems that so far had been implemented. The CESARE I IV projects have also had a major impact on European and international standardization, e.g. the prEN ISO 17573:2008 – EFC – System Architecture.
