Challenges faced by developers in implementing good urban design in new development areas are extremely difficult. Firstly, mixed use developments don’t fit the single use zoning codes that still apply in most Council areas. Secondly, engineering and road design codes in most Council areas are still focused on the efficient movement of cars rather than creating a shared space that is also pleasant and comfortable for pedestrians and residents. Thirdly, every development application is referred to up to 10 separate Government agencies each with their own narrow focus. Their requirements often conflict and instead of taking a big picture view and balancing the responses they receive from these agencies, Council requires us to satisfy each one individually.
