In the analyses and design of transport and transmission systems in transitional, conditions the general systems methodology proved to be of great significance. The application of the methodology resulted in fundamentals of a new, comprehensive traffic theory, offering rational traffic solutions in countries with restricted technological resources. Constantly changing the profile of traffic scientists and technologists toward more general systems analysis and design competence, and upgrading the influence and responsibility of such professionals in planning and operation of ever more sophisticated traffic technological solutions, may substantially help the development of traffic systems in countries in transition in general, and the introduction of intelligent transport systems (ITS), particularly. With such professionals the introduction of the last may even substantially accelerate the overall development of traffic systems in such conditions. For the covering abstract see ITRD E114174.
