The Dutch government uses various instruments in addressing the country's problems of decreasing accessibility and livability caused by traffic and transport. One of these instruments is the travel information policy. This policy aims to influence the motorists' behaviour in their choice of departure time, route and mode of transport by providing them with the best possible information. In this way the provision of traffic and travel information should contribute to better utilisation of the road network. In-car systems form one of the media to inform the motorist. These systems transfer information through equipment in the car. Because of their distribution possibilities, in-car systems can contribute substantially to attaining the policy objectives of the Ministry of Transport, Public Works and Water Management. Important conditions for this are that the information offered meets the needs of road users and that there is a market potential for such systems.
