Syntus is a Dutch independent public transport company. Syntus strives for an optimal transport system in which buses and trains fully cooperate in order to improve the quality of services to clients and to reduce cost. In order to realise this, Syntus has been changing its organizational structure into a flat organization with self-steering teams. In this study, the following questions are answered: (1) Which control tasks can Syntus transfer to the Winterswijk self-steering teams; (2) Which resistance can Syntus expect from the middle management and "combi-functionaries" in this context; and (3) how can Syntus prevent this resistance?
