Research shows that children cannot fully understand complex decision-making, such as judging distance and speed of a car or gaps in traffic. 'Watchfull willie, ' a successful preschool pedestrian safety program in milwaukee has reduced accidents among children under age four by 33%. It is noted that children interpret traffic signs literally, and are confused by the yellow light.
