In order to formulate a transportation plan for a city, urban area or town, a traffic engineer needs to become familiar with all aspects of the target area. Traffic engineers and city planners must work together toward the overall project. Transportation models can not be simply created on computers. City development plans can not be envisioned without an adequate examination of transportation needs. The author details some of the considerations necessary for transportation planning in older developed and newly constructed areas. Providing applicable formulas for space and congestion calculations and the need to consider financial resources, the article provides some basic ideas which foster cooperation between city planners and traffic engineers.
