The CIVITAS initiative : strategies for sustainable urban transport.

Nineteen European cities will benefit from 50 million Euro in funding from the European Commission to implement bold, innovative and integrated action for radical improvement of their urban transport. The aim of the 'CIVITAS' Initiative is to promote the development of an attractive alternative to the use of private cars in cities. At the same time cities will make energy part of urban transport policy, in particular by enhancing energy efficiency and the use of 'clean' fuels. The strategies towards sustainable urban mobility focus on the following measures: energy-efficient, cost-effective and clean public and/or private vehicle fleets; demand management strategies based upon access restrictions; demand management and revenue raising strategies based upon integrated pricing strategies; stimulation of collective passenger transport and its quality of service; new forms of vehicle use and/or ownership; new concepts for the distribution of goods; innovative soft measures for managing mobility demand; and integration of transport management systems, including related information systems. The projects developed in the 19 cities will show the usefulness of each of these measures and the best way of combining them on a large scale. Innovations envisaged include for example the integration of access control with specific investment policies to create 'credible alternative access' using public transport or soft modes supported by awareness campaigning or the integration of a city centre clean zone with new solutions for handling off-street car parking, goods deliveries and taxis. Based on examples of the project sites, the paper presents approaches chosen to achieve sustainable transport in major European cities at the forefront of transport policy development and innovation.
