The travel problems of handicapped individuals have been recognized sincethe Rehabilitation Act of 1973. In this paper, a method of assessing consumer preferences is applied to the problem of designing services for the disabled population. Because the sample is small, it is not suggested that these results are transferable. However, the validity of the approach is demonstrated. The transferability of these results will be confirmed by additional studies at other locations over time. The most difficult element of the approach is the questionnaire design. The research should also be cautioned on the sensitivity of these questions to the effects of different sampling and questioning procedures. Extensive pre-tests with focus groupswere of great assistance in this study.
