In this paper the theory of fiscal federalism has been used to describe and explain administrative developments with respect to transport policy. This theory states that the administrative structure is a result of its function, the provision of public goods. According to this theory, changing circumstances can result in a change in the organization. With respect to transport, one can speak of changing circumstances. (Voluntary) cooperation may offer a solution to the pressure at the present administrative structure. In the paper, the variables influencing the development and perseverence of cooperation are explored. Insights into these variables may be used to maximize the chances for (voluntary) cooperation and therefore the efficient provisions and management of the transport network.
