The consortium ITF and Siemens with the concurrence of the Senate of Berlin have operated the dynamic traffic guidance system Euro-Scout from Siemens since early 1996 in Berlin. During 1996 a study was carried out by some consultancies in conjunction with ITF and Siemens to evaluate the possible benefits of the use of floating car data. Two main applications were examined: the use of floating car data in dynamic traffic guidance systems for car drivers, and applicability for the municipality. This paper deals only with the first aspect. As autonomous systems for route guidance already exist, they were taken as a basis for comparison. The study examined three different levels of dynamic service: knowledge of current events such as road construction or demonstrations; knowledge of historical link travel times; and knowledge of current link travel times.
