Evaluation of the NHTSA paper ''Analysis of effects of proposed changes to passenger car requirements of MVSS-208" (see B 8203) will cover NHTSA findings only in passing, in as much as the MVMA comments deal with more of the particulars. Instead, emphasis of this paper will be on methodology. However, to establish a frame of reference, a brief comparison of main findings is summarized.
