In 1995, the European Commission (EC) adopted its action programme for 1995 and 2000, which led to the establishment of a coherent and integrated plan to develop a Common Transport Policy. This consultation document discusses possible policies for further developing the Policy's framework. The efficiency and competitiveness of European transport systems can be improved by: better market access and functioning, especially for railways and ports, integrated transport systems, fair and efficient pricing, economic and social cohesion, and ensuring that the rules are applied. Their quality can be improved by ensuring that transport systems are safe, environmentally friendly, consumer-friendly, and quality-driven. The external dimensions of the Policy is important, and includes EC negotiations with East European countries in civil aviation, heavy lorries, coach services, and inland waterways; there are also international environmental and safety challenges. For the longer term, especially for 2000-2004, the Policy's main objectives will need to continue and the framework for sustainable mobility needs a regular review. The document makes proposals for the future for all of the aspects already considered.
