Community attitudes toward freeway planning : a study of California’s planning procedures.

Results from a questionnaire survey sent out by the California Division of Highways to both civil servants and member of the public in the two major urban areas how that there exists a desire for greater participation from the part of the community and for more emphasis on the planning aspects in the planning of motorways. Different planning strategies are described, and relevant schemes supplied. An improvement, as compared with the present set-up is described for the Bureau so as to adopt a role of coordinator and catalyst under the changed conditions of today. The attitude of both the public and the civil servants favours a "workshop group" approach by the Division. Final authority for the route location should rest either with the State Highway Commission or the Division of Highways. It is farther suggested that communities also should obtain some form of compensation for damage.
