Decision making problems in urban transportation and land-use planning are discussed. A decision problem must be formulated or modelled. Values enter directly into the process of problem formulation. Mathematical models are becoming a requirement for rational planning and decision-making in transportation planning. The exact way in which each value is included in the decision model depends on the way in which that value is defined and on its measurability. The approach to the selection of a transportation plan is suggestive through the use of statistical decision theory. Operations research methods will help to systemize information and decision theory. Operations research methods will systemize information and decision processes. The construction of an operations research model is a creative act, as is the development of the alternative courses of action that are to be evaluated. The process and coordinate complete dynamic systems.
