A comparison of right of way rules at intersections.

An international comparison has been made of all possible right of way rules on road intersections and junctions, and results from the literature are discussed. Both criteria for measuring delay (mean delay of all vehicles, and mean delay of vehicles required to give way) should be used together. It is concluded that (for traffic keeping to the left side of the road) a give way to the right rule results in a higher capacity and less delays than with a normal major-minor road crossing or a give way sign. Presence of a stop sign results in even lower capacity and increased delays. These conclusions are tied to a number of rather stringent conditions: no right turning vehicles, and no account has been made of the effect of a sequence of crossings on an arterial road. Finally the likelihood of accidents and seriousness of accidents was disregarded.
