Region of Halton is located at the western boundary of the Greater Toronto Area, Ontario. With the population of about 375,000, it is the smallest region among the GTA regions. Region of Halton is responsible for 12% of overall road network, with most of the roads being major or minor arterials in rural or semi-urban environment characterised by high speeds and high volumes. Between 1996 and 2000, Halton Regional Police have reported 4,537 collisions that occurred on Regional roads. These statistics include 51 fatalities. The combined societal cost of these incidents exceeded $100 M. To proactively deal with safety on our roadways, Regional Council adopted a multifaceted safety intervention program called the Comprehensive Road Safety Action Plan, or CROSAP. The Region of Halton Transportation Services department is currently undertaking the development of CROSAP. The major initiative of the plan is to develop a proactive safety program for the Region and to give road safety a higher priority through engineering, enforcement and education.
