Computerised systems for management of term maintenance contract works.

GHD was appointed by Main Roads Western Australia to provide contract management services for term road maintenance (TRM) contracts in the South West of Western Australia. The region covered by the TRM contracts includes approximately 2,700 km of rural highways and main roads. It includes some of the State's premier tourist destinations and some of the most highly trafficked rural roads in Western Australia. GHD manages two main contracts with a combined value of approximately $40M over a 3 year term. Contract 120/95 has a network length of approximately 1,850 km and utilises a private contractor, while Contract 191/95 has Main Roads Operations as a sole bid contractor and a network length of approximately 850 km. GHD carries out a range of tasks but prime components include the identification of defects, the issue to the contractors of works orders for repairs and payment for completed works under a schedule of rates. To manage the large volumes of data generated, Main Roads established a Computerised Works Order Management System (CWOMS) which is essentially a large database which can be stored on a personal computer. It has a feature that allows work ordered to be monitored against work completed to produce monthly payment certificates. Using the Main Roads supplied CWOMS as a starting point, GHD has developed parallel systems, DAFCWOMS and FILTERCWOMS, which access the data stored in CWOMS to produce greatly enhanced output. This paper presents details of both DAFCWOMS and FILTERCWOMS including typical outputs and the use to which they can be put. (A)
