On 1st of January 2001 the heavy goods vehicle fee (LSVA)-System successfully started operation in Switzerland. Since then, all domestic heavy goods vehicles have been mandatory equipped with an on-board-unit (CH-OBU-1), which is also available (optionally) for foreign vehicles. This OBU will be replaced by the CH-OBU-2 in 2008. Regarding the basic concept, the CH-OBU-2 will be more an evolution than a revolution. Like its forerunner model, it will be a tachograph based OBU with several internal enforcement mechanisms. Most of the key technologies (e.g. DSRC for border declaration) will also remain the same. Nevertheless, the CH-OBU-2 will include a number of changes which shall help to increase the quality of the LSVA system. Onthe other hand some expected changes didn't take place (e.g. GSM for datatransmission). In the end there is a whole package of decisions behind the specification of the CH-OBU-2, and it has to be seen in the context of the entire LSVA system.
