The two objectives of this paper are (1) it emphasises the obvious fact that many "subjective" processes intervene between the introduction of a traffic safety measure and its incorporation into safe, or risky, behaviour among road users. These subjective mechanisms need to be researched and the findings included in accident countermeasures, rather than being dismissed as unwanted "noise" in the system (2) it suggests definitions for a number of commonly used terms relating to "subjective safety".
