This paper is presented in three parts, the first part deals with the problems associated with selecting from a general survey individuals who are disabled, as well as a review of the methodology used by Statistics Canadato determine the appropriate selection criteria to identify the disabled in a general population survey. The second part presents some results of the testing conduced and a discussion of operational problems associated with the collection of data from disabled persons. The third part of the paper presents the final screening device that was established by Statistics Canada.
