Condition ratings of rural roads for agrarian reform communities/local government unit (LGU).

This manual explains how to conduct a condition survey inspection and how to determine the Unsurfaced Road Condition Index (URCI). This process has been adapted to the 6th Element of DAR-ARCP-ARC Projects. The Project (DAR-ADB-ARCP) aims to address rural poverty of agrarian reform communities (ARC) and key constraints affecting agricultural production through a demand-driven integrated area development. The Local Government Units (LGUs) play a key role in the implementation of the project through the support of the national government.
