In judging the significance of traffic measures the following three aspects should be considered: (i) the internal effects in the traffic system, such as traffic flow and traffic safety. (ii) the external effects on the environment, for instance visual hindrance, noise pollution, air pollution and land use. (iii) external effects on the environment of a social and economic nature, such as the accessibility of shops and enterprises for people and goods. Accessibility for all traffic categories, according to their necessity for the conservation of the central function of the town, must be guaranteed. In this paper emphasis is laid on accessibility for freight transport. It is necessary to integrate freight transport in traffic categories and in traffic circulation plans.
