"Livable Delaware" is a growth management initiative of Delaware's current governor. Part of that initiative is an effort to manage traffic congestion. One part of that effort is the development of improved standards for measuring congestion. Another part is the improved management of land development to minimize that congestion and to have the congestion that is unavoidable occur in appropriate places. This paper begins with an overview of government in Delaware. The paper then describes Livable Delaware's origins in the previous governor's administration, what Livable Delaware is intended to achieve and how it is supposed to do so. Next, the paper describes the current situation in Delaware with regard to congestion standards. In most respects, they are focused on Level of Service D as calculated using the Highway Capacity Manual. With that background, the paper describes the Delaware Department of Transportation's (DelDOT's) efforts at developing and implementing improved standards and at persuading Delaware's local governments to adopt standards of their own. Finally, the paper reflects on the future of those efforts. DelDOT has done fairly well at developing and implementing improved standards. DelDOT is still developing strategies to persuade the local governments to adopt standards of their own and the future of those efforts is uncertain.
