Designing traffic measures in one thing, having a clue about the results is another. Especially measures which are easy to implement have the tendency of being realized before the possible effects have been studied. The CONTRAM assignment model is especially designed for estimating the effects of traffic management schemes and parts thereof. One of the main attractions is the fact the effect of queues is calculated on upstream links and intersections.
