The problems of pollution and traffic congestion in Moscow, Russia are outlined. Since 1990, average annual CO and NOx levels are at about the maximum admissible level. The rate of chronic bronchitis has increased with increase in car ownership. Traffic flows in Moscow were analysed according to a partitioning of the city into cells. On the basis of video information and mathematical modelling, the number of cars in use on a cell is determined and critical environmental conditions can be predicted. This enables cars to be diverted into undersaturated cells and/or speed limits to be issued. For the covering abstract see ITRD E114174.
