Control of traffic flows on urban networks and methods of measuring the levels of service : a New Zealand view.

In New Zealand there is a growing awareness of the need to follow a rational control policy related to general transport and development objectives. The aim of this paper is to trace the manner in which such control strategies have emerged and to examine their relevance in the context of urban travel demand characteristics and development trends.
