Research has shown that speed cameras reduce motor vehicle speeds and crashes. Cameras have been used extensively in jurisdictions such as Victoria, Australia, and Great Britain, and much less often in the United States and Canada. They have been controversial wherever used. The development of camera programs in Victoria and Britain is described and the types of controversies that have arisen are discussed, the techniques used to address them, and what North America can learn from this experience.
